1. Nature of the Service
Harrisburg Residents Directory is independently operated as a reference service for Harrisburg, Pennsylvania. It discusses and links to public indexes, rolls, and directory collections. It neither hosts government records nor represents an agency, court, or records custodian.
2. Lawful and Permitted Use
Use the service only for lawful purposes. You may not use the service, or information reached through it, to:
- Stalk, harass, intimidate, threaten, or harm any person
- Locate someone protected by a restraining or protective order
- Commit identity theft or fraud
- Make an FCRA-regulated decision involving credit, employment, tenant screening, or insurance
- Scrape, systematically copy, or republish service content at scale
- Disrupt the service’s operation or security
3. Not a Consumer Reporting Agency
Harrisburg Residents Directory is not a consumer reporting agency as defined by the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. Service content and results returned by linked tools are not consumer reports and may not be used to determine eligibility for credit, employment, housing, insurance, or any other FCRA-covered purpose.
4. Linked Resources
Government portals, sponsored search tools, and other outside services are governed by their own policies and terms. We do not control their content, availability, prices, or data practices.
5. Information and Warranties
The service is provided "as is" and "as available," without warranties of any kind. We do not guarantee that information is accurate, complete, or current, or that a linked portal will remain available or return a correct result.
6. Limits on Liability
To the fullest extent the law allows, we are not liable for direct, indirect, incidental, consequential, or special damages arising from use of the service or a linked resource, including a decision based on a record.
7. Indemnification
You agree to indemnify and hold the service operators harmless from a claim or demand, including reasonable attorneys’ fees, that results from misuse of the service or a breach of these terms.
8. Ownership of Content
The service’s original text, design, logo, and layout are protected by copyright. Brief attributed quotations and links are permitted, but full-page republication and systematic copying are not.
9. Changes to the Terms
We may revise these terms by posting an updated version. Continued use following a posted change constitutes acceptance.
10. Restricting Access
At our discretion and without notice, we may block or restrict access for anyone who violates these terms or misuses the service.
11. Pennsylvania Law
Pennsylvania law governs these terms without regard to conflict-of-law principles. The Pennsylvania Right-to-Know Law, Act 3 of 2008, 65 P.S. §§67.101–67.3104, governs access to qualifying agency records, subject to its exemptions and redactions.
12. Severability
If a provision of these terms is unenforceable, the remaining provisions continue in effect.
